Japanese companies have already lapsed into the status of latecomers in the global water business, and can hardly be said to be setting a blazing pace in closing the gap with the leaders in the field. In this report, we discuss the key issues identified against this backdrop. They begin with the need to avoid attaching excessive expectations to enthusiastic backing of so-called “Japan alliances,” a catchphrase with a deceivingly nice ring to it, in the midst of a fiercely competitive environment distinguished by competition from key players from around the world. With the impressive advances being forged by the newly emerging nations, the marketplace continues to evolve into what is increasingly described as a multi-polar era. Compared to other global corporations that have become the trend leaders in this rapidly diversifying era, however, Japanese companies can be said to be dragging their heels in the move toward the domain of such multi-polarity. For the broad majority of Japanese firms, meanwhile, the most important theme in gearing up to promote the quest for multi-polar business capability lies in realizing effective human resource strategies. At the same time, however, plunging into hands-on personnel development without adequate vision or tactical preparations is a sure formula to thwart success.
